CUSTOMARY STANDARD PROPOSALS BY TRADES LIST The Subcontractors Council has developed a Customary Standard Proposals by Trades list. The Council hopes the Customary Standard Proposals by Trades list will assist contractors and subcontractors to be familiar with customary work inclusions and exclusions by each trade. The list does not include all trades however and the Council looks forward to adding other trades to the list. Please see attached Customary Standard Proposals by Trades list. INVITATION TO CONTRACTORS TO BE ON UH'S PRE-QUALIFIED CONTRACTOR LIST
The Office of Capital Improvements(OCI) implements major capital improvements program(CIP)projects, which includes new developments and major renovations of existing buildings. OCI also prepares the University’s CIP budget and performs administrative functions to support campus facilities offices in the implementation of repairs and maintenance and smaller scale CIP projects. All interested Contractors must submit a Statement of Qualifications Questionnaire to be placed on the pre-qualified list of individuals/firms with whom the University may negotiate contracts for construction services. ACT 17 (2009): APPRENTICESHIP PREFERENCEThe 2009 Legislature enacted Act 17 that took effect on July 15, 2009. Part of the Act states: A governmental body, as defined in section 106D-104, that enters into a public works contract under this chapter having an estimated value of not less than $250,000, shall decrease the bid amount of a bidder by five percent (5%) if the bidder is a party to an apprenticeship agreement registered with the department of labor…... (SB19 HD2). To date, we are not aware of any formal rules and regulations issued for Act 17 though periodically we hear certain departments may be working on them. It has come to our attention that some bidding contractors may be taking steps to use Act 17 pending issuance of any such rules and regulations. In view of this, the General Contractors Association of Hawaii (GCAH) would like to provide all of its members easy access to Act 17 for their information and use as each may deem appropriate. The description of the Act states: Requires at least eighty per cent of workers on construction procurements to be Hawaii residents; provides sanctions for noncompliance including temporary suspension of control work, payment withholding, disqualification from the project, recovery of contract payments, and disbarment or suspension. 2012 GCA TDI RATESEFFECTIVE JANUARY 1, 2012PREMIUM RATE FOR GCA PLAN WILL REMAIN THE SAME for calendar year 2012. The TOTAL premium rate under the GCA's Temporary Disability Insurance Program, as underwritten by Pacific Guardian Life Insurance Company, will remain at $.445 per $100 of covered payroll for calendar year 2012. The rate is guaranteed through December 31, 2014. ACT 175 – CASH OR PROTEST BOND REQUIREMENT
This past legislative session, the Legislature enacted H.B. 1470 HDl, SD1, CD1 (Act 175) that took effect on July 1, 2009. One section of Act 175 will now require that any person who desires to continue to contest the award of a bid, decided by the chief procurement officer, must now post a cash or protest bond of varying amounts based upon the value of the contract. In the event that the party initiating the protest is successful, the protest bond shall be returned. If the protest is not upheld, the bond shall be forfeited to the state general fund.Click here for the full text of Act 175. Pages 22 to 27 are the changes made in the law regarding bid protests.
